Baltimore County, Md. (April 12, 2012) - Baltimore County Executive Kevin Kamenetz presented his State of the County and Budget Message to the Baltimore County Council this morning. In his remarks, Kamenetz emphasized the themes that have been the trademark of his administration - innovation, responsibility, and efficiency. The County Executive was straightforward in his assessment of the county's fiscal picture. Kamenetz thanked the Council for their partnership in developing responsible fiscal strategies, but made it clear that many tough decisions lie ahead. "Frankly, it would be nice to tell you that the most difficult times are behind us, but that is simply not true," Kamenetz said. "In order to avoid raising tax rates upon those we represent, we must continue to make tough decisions to deliver upon our obligation to our County's 805,000 residents."
The budget held the line on taxes. "Significantly, and thanks to the hard work of all of our county employees, we propose no increase in the property tax rate for the 24th year in a row and no increase in the income tax rate for the 20th year in a row," said Kamenetz. While the County Executive's budget is basically flat, with a 2.8 percent increase over FY 12, when the transfer of the $15.7 million teacher pension costs from the state and increased $20 million in Other Post Employee Benefits (OPEB) contribution are subtracted from the FY 13 total, this year's base spending actually decreases by nearly three million dollars in comparison to FY 12.
