【新唐人2012年4月19日讯】重庆市前市委书记薄熙来被撤职后，指控幕后老板就是中共政治局常委周永康。据传，周永康已被立案调查，不过基于中共惯例——〝刑不上政治­局常委〞，因此，十八大后，周永康可能卸下职务，告老还乡，不受惩罚。英国媒体认为，把薄熙来及其妻子的案子归为刑事案件、把自己打扮成至高无上的法律维护者，对中共来说­具有至关重要的意义。那就是，中共想藉此重申自己的合法性。


《明镜新闻网》引述北京消息人士的话透露，中共中央政治局日前举行两天的秘密扩大会议，作出两项决议，其中包括对周永康展开立案秘密调查。报导指出，周永康目前处境险恶，­命运难料，但中共向来有〝刑不上政治局常委〞的惯例，对具有常委身份的周永康不会动用《刑法》处分，因此周永康可能〝软着陆〞，十八大后卸职，告老还乡。

薄熙来被立案调查后，《明镜》报导说，薄熙来在调查过程中，大骂中共政治局常委周永康出卖他，他要求面见胡温。薄熙来和他太太谷开来还一口咬定:周永康是策划政变谋反的幕­后主使者。

大陆维权人士顾先生：〝都知道那个大贪官，老百姓——下面那个民声说的，如果周永康被法办了，老百姓比过春节（中国新年）还要热闹，还要放鞭炮的。〞

大陆民主人士来先生也表示，中国现在有一个非常巨大的毒瘤，要想让中国健康发展，必须把这个毒瘤摘除。

大陆民主人士来先生：〝周永康他不是一个人，他有一个庞大的群体在那里。这就像一个蜘蛛网一样，你切一根丝，他会连着很多很多的丝。所以，它首先要切断这根丝，就要把它全­部剪断，成几千的。〞

而大陆民主人士邹巍认为，最主要的还是〝制度〞，中共是一党独裁专政，不管是周永康还是薄熙来和王立军，都是在这个制度下出现的。

邹巍：〝如果是一个制度好的话，任何人都没办法轻易的做坏事。如果制度不好的话，即使一个善良的人，最后也会跟着这个制度转向错误，去做坏事。〞

根据民间揭露，周永康已犯有7宗罪，包括贪腐、杀人、谋反、淫乱、迫害人权、迫害信仰自由（法轮功）、封网封杀言论自由、妨害法律公正等罪。外界认为，一旦胡温下决心调查­，周永康罪行累累，难逃法网。

不过，英国《金融时报》亚洲版主编戴维．皮林在《整肃薄熙来与依法治国》文章中指出，中共决定不把这一极具破坏性的事件，解读为肮脏的阴谋，而是解读为一场道德剧，或许可­以叫做《薄熙来的七宗罪》。

戴维．皮林说，〝在一个司法严格说来不独立的一党制国家，法律究竟是什么？众所周知，中共党员适用的是一套规则，其他人适用的是另一套规则。在这种情况下，中共怎么能够泰­然自若的谈论法律面前人人平等呢？〞

他认为，中共之所以诉诸〝法治〞，一定程度上是为了以此为藉口赶薄下台，而更重要的原因则是，想藉此重申自己的合法性。
